This was a pretty complicated fiasco.
Scully's claim is that, against his advice, Stones manager Sam Cutler (who later worked for the GD) insisted on using the Bay area Angels, because the RS had used them for their free London concert. However these were
English Angels, a different, less violent group altogether. The Bay area HA's had much more of a rep for mayhem.
The "officers" of the Angels were not present to keep the green recruits doing the beatings in check- they all had a big drug-turf meeting in Oakland that day, an issue of PRIME importance to all the area chapters.
But what really screwed everything was Jagger BLURTING out on TV that there was a free concert planned at all, violating the Parks board conditions on the Golden Gate Park permit that there was to be NO advance notice of this mega-event. So they had the permit revoked by the city, and had to move the event way out east of the Bay to the dicey raceway location, with terrible access, no facilities, no cops, no water, dustbowl conditions, etc. and very little law enforcement present.
And yes, the GD had a gig that night planned at ...the Avalon? But no concert was performed, they just hung out and got drunk and did nitrous in the dressing room and Bill Graham called Scully a murderer.
