I see him grabbing for the knob on his guitar, but never the volume pedal? was it even used as a volume pedal?

The volume pedals were used to set delay time, repeats, etc., not for volume, that I know of.

I remember seeing him frequently playing with them during jams, and Space. In the 7/23/90 vid, there are some major close-ups of him working during the tune-up for Foolish.

I believe that 3 of them were used for:

delay time
delay volume
phaser speed
