I just bought a brand new electric Stagg Telecaster knock off for $239.00 and it buzzes at the fifth fret on the second (A) string. I have other cheeper electric guitars and this is the first I've noticed any buzzing. Is the buzzing normal or should I have it looked at.

Fret buzzing happens to a lot of guitars but should not be there. It is not normal and should be fixed.

If you dont fix it, it will annoy the hell out of you and you wont enjoy playing it.

If you look down the neck do you see just a slight recurve? You might need to have the trussrod adjusted. On second thought, the E string would also buzz if this were the case.

The string slot in the nut might be cut too deep and/or the string height might be too low.

Sometimes leveling and dressing the frets will solve this problem. I hate to go this route on a new guitar but sometimes you see a guitar that hasn't been setup properly from the get go...

If you don't feel comfortable doing the work, take it back to where you bought it or to a local guitar guru.

Could be many things:
How the nut was cut
Raisers on the bridge
Slight truss rod adjustment
High frets

In my experience with cheap and expensive guitars it's the latter. It seems that a good fret job (and electronics) is where the skimp out on the dough.

Thanks for the help I made a small neck adjustment, raised the saddles a bit, and filed the fifth and sixth frets down a bit and now it sounds perfect! Thanks again.
