Waldo buffer?

Are these still for sale? I cannot locate them. If not what is an alternative?

Someone else will have to advise you whether that one is for still sale.

Buffers are relatively simple circuits that have been around for a while.

I have guitars with both CAE CB-1 and Wald buffers. They sound identical to me:

Here's another company, CAL, that makes a buffer called Redeemer (I've not personally tried this one):

I make my own based on the Alembic Strat-O-Blaster circuit. The schematic is readily available in multiple places on-line. Costs me less than $10. For a little bit more money, there are two or three Blaster kits out there that are fairly easy to assemble if you have even moderate soldering skills.
