Has anybody ever done this before? The more I read about it and why it was used (better triggering of certain effects) and was wondering if bass players could benefit from the OBEL. I use some synth/octave as well as other filter type effects and the biggest challenge I face is tracking issues. Could this be achived with an active bass?

I think it certainly could. Active basses are electronically similar to a buffer, like what is required for guitar OBEL to compensate for the cable length.
