I only listended to the minute noted in the first post...
I don't think it's an EBow.
It sounds like a high note or harmonic, sustained (re-energized) with a little whammy-bar bump.
If it were an EBow I think he woulda had a slide-bar on also (good gawd ya''ll), as the slide factor really lends itself to EBow usage for infinite sustain while changing notes with the slide (you can go from pitch-to-pitch, to a wild theremin like sound with a Slide+EBow).

I've seen video footage of the 77 may tour where Weir is getting that type of effect from what looks like a volume pedal.
