The two sets of outside lugs are the two sides of the switch, the middle is the pivot point which has the preamp output yellow wire and on its opposite side the wire that goes to the volume pot. On one of the outside lugs, both lugs are jumpered together and on the other are the send and return going to the obel jack. The toggle will be on the opposite side of the set of lugs it is engaging. So when it is toggled over the 2 jumpered lugs the opposite send and return lugs are actually engaged. The video you posted has the side with the effects loop off/not working and the non Obel(jumpered) side of the switch working. So it is actually your Obel side of the switch that is not working.
