ANyone know if he uses any specific scales or modes or just how he plays. Hes always all over the place.
Lately I've been trying to learn Wharf Rat and Tennessee Jed but I cant figure out what to do.

first of all you have to remember phil was a jazz player turned avant-garde composer turned rock and roll bassist. so he knows his music theory. dozin has an interview where he talks about his warmup and exercises he uses toward the end of the interview.

Besides Waldo's solid advice, pick up Phil's book "Searching for the Sound." Early on he give his account of how he approached the bass guitar.

Here is a hint - think of the root as a starting point not a destination.
